The way Judith's voice has dropped ties into that deeper conflict Bruce has easily and rightly picked up on, and when her nose wrinkles on the word she uses to describe the Doctor what she means by 'sick' shouldn't be hard to determine: batshit insane, in short.

"He's going to keep doing whatever it is he thinks he's doing, and--yeah, I could block him out and ignore him, and I'll be locking my broadcasts from him from now on, but he needs, like--I don't know how normal people deal with people like that, where I'm from we'd just slit his throat and be done with it." This bleak fact is one Bruce already knows, from having overheard her conversation with the Doctor. If she'd locked it for privacy's sake she imagines she might be upset, but she did it because she didn't want to alarm anyone else, so it doesn't register as an invasion.

"That doesn't happen because they're cruel, either, but the thing is we've only got so many resources for dealing with a dangerous person out of their fucking mind, and yeah, you could try. But one day you slip, and somebody else dies, and maybe it's you, maybe it's someone else, it doesn't matter--he'll kill people, eventually, when he gets desperate enough. More people. We're counting the dolls, all right, fuck that. So what then?"
