Voice || Waiting for the end to come, wishing I had strength to stand

Coming directly from a zombie apocalyptic world into a 'fake' world run by aliens, that just so happened to be glitched with zombies didn't settle very well in Rick's stomach. Obviously these aliens weren't keeping tabs on their captives. Either that, or it was an experiment. Whatever it was Rick had noticed that plenty of the other inhabitants had little or no experience fighting zombies, much less defending themselves. And that was perfectly normal.

What bothered him was that there seemed to be no defense or enforcement group. Not only for law, but for the protection of others. Rick wasn't about to just come in and try to direct--that wasn't who he was. His concern was for his fellow city-goers. If they were stuck here they may as well have some sort of establishment. At least, that's what he'd like to have happen.

But since he was new, and very polite, Rick would make sure that he ran this by the others in Taxon. It was a decently sized place, he knew little to no one, and there was possibly other officers he could co-op with. Which is why he took out his device, took a breath, and put his thoughts to word. "I haven't been here long, but it's in my understanding that there isn't any sort of lawful or defensive establishment in the city. I understand that we aren't exactly in control ourselves...but given the recent circumstance, I think it's something that we should consider. While we may not have complete control of our lives at the moment, we can at least try and be organized."

He paused, taking a breath and swallowing. "It may save more lives next time. So, what I'm asking is, is there anyone else out there--officers, policemen, whomever, who would consider setting up such an establishment?" Another pause. "And before I forget my manners, my name is Rick Grimes. Former sheriff's deputy."

Elisa's face appears on the screen. "We, ah, actually were trying that," she said. "Well, kinda. We had a pretty informal meeting about it."

She goes on. "It's a good idea. And if anything like the zombies happens again, we'll need it."

"I'm... actually ex-NYPD. It's a long story."

"Not much, unfortunately," she begins. "It was more of a meet and greet for those of us from the profession, to see what we wanted to do. And then the zombies hit before we could meet again."

Such had bothered Kirk as well. Taxon had never really had a need for constant organization, and the few times organization was needed-- such as The Doctor's trial, way back when-- members of the captive population had banded together accordingly. However, once what was needed to be taken care of was over with, the groups had disbanded. The city seemed to function well without it, but in the near two years Kirk had been here, nothing quite like the zombies had happened to show them that perhaps organization was needed after all. Of course, he was always of the mind that organization and structure was a good thing, but it wasn't his place to bring such to the table.

Now, standing behind someone else doing something similar? That he could do without skewing the lines of Starfleet protocol more so than he already had.

"That's the best idea I've heard all year, Mister Grimes. I'm Captain James T. Kirk of the USS Enterprise, Federation Starfleet."

There was a good reason for that, regardless of whether it was because the division didn't exist yet or because it never would exist. Kirk could wax poetic on temporal theory and it's many variants until the end of time, but it would never get them anywhere, especially not here. Although, perhaps it wouldn't be so bad of an idea for him to preface his introductions with a side note to him being from the 23rd Century. It would help to instantly explain away some things.

"Rick," he echoed. "Well, in that case, I'll have to insist you call me Jim. Only fair. And I don't see why others wouldn't be of the same mind. I've been of the opinion that some structure would do this place some good, but I don't have the jurisdiction to suggest such a thing to the masses."

Stubbornly, he held tight to Federation by-laws, the Prime Directive and other rules and regulations of Starfleet. Perhaps it wasn't needed here, but it helped keep him sane, and Kirk had learned at the Academy that being out of contact with Starfleet Command did not suddenly render oneself not a Starfleet Officer-- especially a captain, and the flagship's captain, nevertheless.

"It's not that, so much as Starfleet regulations essentially forbid me from engaging in anything remotely resembling martial law in cases where multiple homeworlds and alliances are present. Which, in this situation, can be amended to include varying countries and time periods."

That surely tipped him off as being someone from the future.

"I don't doubt that there are others. I've seen some of the law enforcement express interest over the networks in gathering, but I couldn't tell you whether or not that went anywhere."

While Kirk wouldn't rule out the possibility of the aliens being from the same world as he; after all the, universe was a very big place, and the Federation only had a presence within the Alpha and Beta Quadrants. Who knew what lay beyond the reaches of the known systems in the Gamma and Delta Quadrants. Yes, he knew that the Borg lived in the Delta Quadrant, but that knowledge had been obtained from Seven of Nine, who had been here in Taxon two years ago when he'd first arrived and these aliens didn't sound like the descriptions of the Borg he'd been given.

"No. I am permitted to assist, help out in any way I can. The rules prevent me from...taking charge, as it were. Starfleet is a peacekeeping armada. We exist to help, not to take over."

Being helpful was refreshing after months upon months of sitting by idle, powerless to do anything and without any answers, despite the time he spent looking for them. He had so much data gathered on Taxon, but nothing that told them much of anything. It was frustrating, to say the least.

"There's the vampires, for one. Sometimes they get out of control, but those who are..." He gestured in the classic searching for words way as he tried to find the right way to phrase this. "That's to say that the people here who have the ability to handle the vampires usually take care of that, though I would be lying if I told you those transgressions were handled smoothly. On the other, non-supernatural hand, some of the natives have complained about shop lifters."

"No-one told you about them, yet? Taxon's got quite the population of them-- smaller that it was when I first got here, but they're here. As for managing them," Kirk sat up a little straighter in his chair, glancing over at a data padd to his left at something blinking on it that caught his eye. His fingers tapped in a series of code to cease it, then he turned his attention back to Rick, continuing. "I would suggest talking to one of the Slayers."

"Talk to Buffy Summers. Can't say how involved she'll want to be, but she can definitely tell you what you need to know when it comes to defending yourselves against vampires."

He only suggested his ex-girlfriend to Rick instead of Faith, because he knows of the other Slayer's issues with the law. Faith working with the cops? Not likely.

Spencer appeared on the tablet. He was glad to see another law-enforcement officer in Taxon.

"Detective Beckett and I have been hoping to do that for some time now. We had a meeting a few weeks back with some of the other officers here..."

He paused then:

"I'm Dr. Spencer Reid, FBI."

Rick reminded Spencer of the typical cops his team worked with on a weekly basis. Some of them were good, others were completely incompetent. He decided to reserve judgement.

"Some ideas were discussed, but nothing concrete was set. Ideally, we'd like to be able to form some kind of community protection force if we can't form an outright police force."

"Nothing was solidified, no. We wanted to get an idea of what law-enforcement officers we have here and what our areas of expertise are."

Spencer paused for a moment before going through his list.

"We have several officers from different jurisdictions across the country, like yourself. Kate Beckett works in homicide for the NYPD, as Eliza Maza does as well. Angela Dodson is homicide for LAPD. Jason Stackhouse is out of Louisiana, but.. I'm not quite sure what he does."

Spencer was pretty sure Jason didn't know either.

"I believe that Paul Smecker and I are the only federal agents currently here. He worked out of Boston. I work out of Quantico, VA.... I work for a small unit of the FBI called the Behavioral Analysis Unit. We study criminal behavior, psychology and statistics in order to try to predict future crimes. My skills are... mostly cognitive in nature."

He surmised that Rick could tell that just by looking at him.

"But I can shoot. If I have to."

Jason had seen Rick's transmission, but he wasn't exactly sure how to chime in. He decided to wait it out instead and see what was discussed. He may not be the smartest in the city but Jason knew how new he was to the police force and thought it was probably best to leave the organizing to the veterans.

Then he heard his name mentioned. If nothing else, he could at least clarify his own experience. He interjected with his own video feed.

"Hey, I saw y'all talking and I just wanted to let you know that I'm an officer for Raynard Parish. Now we ain't big enough to have divisions, but I'm real good with a gun and I've had experience with drug busts and traffic violations."

It was really strange submitting a resume via tablet.

"No sir, I'm from Louisiana. Not exactly the same but still south of the Mason-Dixon." While Louisiana bordered Mississippi, Jason hadn't thought of Georgia as close before. Now in a world with people from different places and times it was nice to not be the only man from the American south.

"I'm definitely ok with helpin' out if you need me," Jason continued. "But I gotta let you know, I'm still pretty new at this whole cop thing."

Spencer was a bit taken aback when Jason interrupted. It had slipped his mind that these lines weren't secure. In this case, it wasn't a big deal, but in the future the discussion could be about something sensitive in nature and he wouldn't want to wrong people to hear about it.

"Thanks. If I'm being honest... someone like him has more of the skills necessary for keeping the peace than someone like myself. I-I can do research though. And you'd be in a good place if Taxon ever got a serial killer."

Only Spencer can talk about having serial killers in their midst like it's a good thing.

"If we do start to have murders that appear to be related, it won't be that difficult to figure out who the unsub is, being as that we have such a small population as it is. Any newcomer especially would stand out as a potential suspect..."

Spencer missed his work. He missed solving the puzzles of people's minds.

"As I said.. I'm not.. so forceful. But I do carry a weapon and have received firearm training."

Spencer nodded slowly.

"That... might be a good idea..."

He was very comfortable with his revolver, and the idea of using something larger scared him a bit. However, he know that it would probably be useful in a place like this.

[ faith grew up in a shitty neighborhood where 'honest cop' was pretty much the most hilarious oxymoron ever. and then there's the fugitive convict thing to deal with. and yeah she managed to get along with a couple of the guards before wes broke her out, but that doesn't mean in her opinion anybody who works in law enforcement in general doesn't suck hard. ]

I was pretty freaking prepared, thanks. Besides, what the hell are cops gonna do against a vamp? Leave that shit to the people who're built for it.

[ people like her, she means. part of her is trying to fill the slayer role as best she can; angelus would laugh at this guy while he snapped his neck. this is protection.

...all right, and it's also vendetta. she's just being a bitch because she has a chip on shoulder about the police. ]

"Hi," Paul says, a little tersely. "Paul Smecker, FBI, welcome to the FUBAR that is trying to organize shit here."

He runs a hand through his hair, a cigarette in his other hand (the tablet apparently resting on some flat surface or another).

"It's a great idea," he continues, having verified the transmission is secure, "the execution may prove problematic. First off, I don't know if anyone has told you, but the city does have at least several vampires, yes, the mythological blood-drinking whatevers.

"I believe any sort of law enforcement that's going to happen here has to take them into account, figure out what sort of threat they do or do not pose, and plan accordingly. However, if their intentions are not warm-fuzzy-let's-all-get-along, then we have to plan for the contingency that they would possibly not be altogether keen on organized surveillance and enforcement-- and we have to plan for the contingency that just because we know who some of the vampires are doesn't mean we know who all of them are, follow?

"And if there is anyone here who is secretly something that would like to fuck with people-- whether vampire or werewolf or whatfuckingever-- then you have to operate from the perspective of 'they're keeping it a secret for a reason'.

"Which means I'm taking a calculated gamble every time I try and make a plan with someone, because I have no way of verifying their species or their willingness to play nice. This is obviously a serious roadblock to getting any organized authority of any sort set up in the city."

After that bitter little rant, Paul takes another drag on his cigarette.

"I'm talking to you on a locked line right now, Deputy Grimes. If you don't know how to lock transmissions yet, I can tell you. Anyway, I do definitely think that something like defensible safehouses, in case of another fucking zombie outbreak or something similar, are a basic, basic thing we should see about setting up."

"Agent Smecker," Paul corrects, half-out-of-habit and half out of instinctive bitchy response to someone who dares have the nerve to speak straight and simple and honest.

He pauses, then grimaces. "...Mr's fine. Not like any of our jurisdictions matter worth a fuck anymore, is it."

Paul pinches at the bridge of his nose then lets his hand drop.

"No, we shouldn't let it hold us back. I'm just saying, there's going to be some major obstacles to doing this smoothly. As far as my experience with.... the vampires... I haven't engaged with any of them knowingly. I've just watched them do things like crush in the skulls of zombies with their bare hands, move at speeds too fast to be followed by the human eye, et fucking cetera."

There's another little pause as Paul rubs at his jaw, debating. As he said, it's a gamble, trusting anyone...

Rick Grimes reminds him of someone, though. Cops in a hundred small towns- not all of them, but the few good ones he's run into, the ones who aren't small-minded little bastards with a hard-on for the authority of their badge. No, the ones who actually believe in what they're doing.

Paul grunts. "I've actually started a fingerprint database. On the sly, for now. Obviously at some point that might have to become public knowledge, but at the moment I feel the benefits of trying to gather info circumspectly on our fellow 'inmates' are... useful."

Paul waves a hand at Rick's well-meant apology, settling back into his seat with a weary sigh.

Regarding the fingerprints, he went on, "Yeah. If something happens-- break-ins, whatever-- I'd at least like to have the option to rule out people using physical evidence. Right now, in terms of all the infrastructure we are used to having in the real world...? We have nothing, no criminal records, no databases of any sort.

"We are all also operating with the left hand not knowing what the right hand is doing. Example:

"On my arrival I was greeted by another.... cop--" (simplest way to describe Cain) "--who was very helpful in orienting me to basic facts of the city, he'd been here longer than me, all that. I found out about vampires due to another citizen, and it only came out very recently that this other cop of mine didn't know about them, despite having been here longer.

"So the sort of problems we're dealing with here are the lack of communication, that's a big one. There's been.... one stab at organization, but it didn't get very far.

"Our lack of infrastructure and organization is evident in other areas: the zombies, for instance. In the real world, we have things like 911 emergency services to help alert people to threats. Here... nothing. We're going to have to create these things from the ground up. Organize patrols, maybe."

"Yes, definitely. Only major difficulty I can perceive with this is that Taxon's a reasonably large city and while there are more cops and similar types here than can possibly reflect a random population sampling, there's still probably not enough of us to watch everything. But as you say: doesn't mean we can't try."

Paul digs for his cigarettes, lights one from the pack.

"Anyway, sometime today maybe--" if I can bring myself to go outside "--I'm going to be scouting out defensible buildings. It doesn't even have to be zombies next time-- what if they throw, hell, something as simple as an earthquake at us? I want buildings that can serve as hold points in the case of actual threads, and as supply depots if the power goes out again like it did. Water, non-perishable foods. Sound like something you could see your way to lending a hand with, Deputy Grimes?
