Voice || Waiting for the end to come, wishing I had strength to stand
Coming directly from a zombie apocalyptic world into a 'fake' world run by aliens, that just so happened to be glitched with zombies didn't settle very well in Rick's stomach. Obviously these aliens weren't keeping tabs on their captives. Either that, or it was an experiment. Whatever it was Rick had noticed that plenty of the other inhabitants had little or no experience fighting zombies, much less defending themselves. And that was perfectly normal.
What bothered him was that there seemed to be no defense or enforcement group. Not only for law, but for the protection of others. Rick wasn't about to just come in and try to direct--that wasn't who he was. His concern was for his fellow city-goers. If they were stuck here they may as well have some sort of establishment. At least, that's what he'd like to have happen.
But since he was new, and very polite, Rick would make sure that he ran this by the others in Taxon. It was a decently sized place, he knew little to no one, and there was possibly other officers he could co-op with. Which is why he took out his device, took a breath, and put his thoughts to word. "I haven't been here long, but it's in my understanding that there isn't any sort of lawful or defensive establishment in the city. I understand that we aren't exactly in control ourselves...but given the recent circumstance, I think it's something that we should consider. While we may not have complete control of our lives at the moment, we can at least try and be organized."
He paused, taking a breath and swallowing. "It may save more lives next time. So, what I'm asking is, is there anyone else out there--officers, policemen, whomever, who would consider setting up such an establishment?" Another pause. "And before I forget my manners, my name is Rick Grimes. Former sheriff's deputy."

She goes on. "It's a good idea. And if anything like the zombies happens again, we'll need it."
"I'm... actually ex-NYPD. It's a long story."

"I see, could you tell me essentially what was said at the meeting, please?"

Now, standing behind someone else doing something similar? That he could do without skewing the lines of Starfleet protocol more so than he already had.
"That's the best idea I've heard all year, Mister Grimes. I'm Captain James T. Kirk of the USS Enterprise, Federation Starfleet."

"I'm glad someone agrees, Captain Kirk. And please, just Rick." He gave a small nod in greeting. It was still going to take some used to with the holograms, but he'd done just fine so far.

"Rick," he echoed. "Well, in that case, I'll have to insist you call me Jim. Only fair. And I don't see why others wouldn't be of the same mind. I've been of the opinion that some structure would do this place some good, but I don't have the jurisdiction to suggest such a thing to the masses."
Stubbornly, he held tight to Federation by-laws, the Prime Directive and other rules and regulations of Starfleet. Perhaps it wasn't needed here, but it helped keep him sane, and Kirk had learned at the Academy that being out of contact with Starfleet Command did not suddenly render oneself not a Starfleet Officer-- especially a captain, and the flagship's captain, nevertheless.

But that was why he was bringing it up. Things were all good and fine without rules or regulation--any sort of power like that taken out of their hands. There was no reason why they couldn't talk to try and figure it out though. Should another incident as the zombie 'glitch' happen again Rick would like to keep the casualties to a minimum. "But that's why I'm asking. You and I can't be the only ones interested in a little organization. 'Specially if safety and well being is the main concern."

That surely tipped him off as being someone from the future.
"I don't doubt that there are others. I've seen some of the law enforcement express interest over the networks in gathering, but I couldn't tell you whether or not that went anywhere."

Rick wouldn't hold it against the man. God knew what things were like in the future, or wherever he was from. The goal of his questions were to seek help and Kirk was being more than helpful. "It's been mentioned, but I've yet to hear of anything coming of it. The biggest issue is making regulations in a place where we have no control. That is the least of my worries, but a few guidelines wouldn't hurt. Do you know of anyone who has caused problems to give reason for needing any law enforcement?"

"No. I am permitted to assist, help out in any way I can. The rules prevent me from...taking charge, as it were. Starfleet is a peacekeeping armada. We exist to help, not to take over."
Being helpful was refreshing after months upon months of sitting by idle, powerless to do anything and without any answers, despite the time he spent looking for them. He had so much data gathered on Taxon, but nothing that told them much of anything. It was frustrating, to say the least.
"There's the vampires, for one. Sometimes they get out of control, but those who are..." He gestured in the classic searching for words way as he tried to find the right way to phrase this. "That's to say that the people here who have the ability to handle the vampires usually take care of that, though I would be lying if I told you those transgressions were handled smoothly. On the other, non-supernatural hand, some of the natives have complained about shop lifters."

And it wasn't in his personality either. Even if it had been, nothing much would come of taking over a captive city that was truly run by aliens. But even the most intelligent criminals would disregard that.
"Vampires..." Rick repeated, just out of thought. Maybe a month or so ago he would have thought Kirk crazy for saying the word. But if there was zombies and aliens, sure. Why not Vampires? But the thought didn't settle well in his stomach. "Well then that's a small start. I...don't know where the law lies on vampires, but of course something can always be worked out."

It seemed like the explanation was something out of a story book, something his son might read. But Captain Kirk had been here for some time. He knew what he was talking about, so Rick nodded and made a mental note to do so. "Maybe they'd like to be of some help with the group."

He only suggested his ex-girlfriend to Rick instead of Faith, because he knows of the other Slayer's issues with the law. Faith working with the cops? Not likely.

"Detective Beckett and I have been hoping to do that for some time now. We had a meeting a few weeks back with some of the other officers here..."
He paused then:
"I'm Dr. Spencer Reid, FBI."

"Pleasure to meet you, Dr. Reid. I've been informed of the meeting but given the recent happenings I imagine it's held you all back from any sort of follow through." He adjusted his hat the more he thought. "What exactly was established at the meeting?"

"Some ideas were discussed, but nothing concrete was set. Ideally, we'd like to be able to form some kind of community protection force if we can't form an outright police force."

"That's what I had in mind. From the looks of things, a deliberate police force doesn't look like it's in the cards." But then again, neither did zombie 'extras'. Or anything else for that matter. "Was anything further stated about the program, or did you not have the chance to continue?"

Spencer paused for a moment before going through his list.
"We have several officers from different jurisdictions across the country, like yourself. Kate Beckett works in homicide for the NYPD, as Eliza Maza does as well. Angela Dodson is homicide for LAPD. Jason Stackhouse is out of Louisiana, but.. I'm not quite sure what he does."
Spencer was pretty sure Jason didn't know either.
"I believe that Paul Smecker and I are the only federal agents currently here. He worked out of Boston. I work out of Quantico, VA.... I work for a small unit of the FBI called the Behavioral Analysis Unit. We study criminal behavior, psychology and statistics in order to try to predict future crimes. My skills are... mostly cognitive in nature."
He surmised that Rick could tell that just by looking at him.
"But I can shoot. If I have to."

Then he heard his name mentioned. If nothing else, he could at least clarify his own experience. He interjected with his own video feed.
"Hey, I saw y'all talking and I just wanted to let you know that I'm an officer for Raynard Parish. Now we ain't big enough to have divisions, but I'm real good with a gun and I've had experience with drug busts and traffic violations."
It was really strange submitting a resume via tablet.
[OOC: I hope threadjacking is ok! I looked for permissions posts for both Reid and Grimes and didn't see any.]

"Cognitive ain't bad, more than I can say for myself. I know the law, how it should be govern, how to deal with those who disobey properly, and how to shoot my gun." He swallowed, unsure if he should reveal what had happened in his 'world', but truth was always for the best. Especially in this situation. "And as of recently, a fairly good shot for defense against zombies. The glitch with the extras wasn't exactly my first encounter."
Before he could add anymore to the conversation, young Stackhouse had chimed in, but Rick didn't mind. More help was more help. And he didn't forget Jason assisting him when he'd first arrived, either. "I'm not familiar with your area--I believe Ray's in Mississippi, correct? Georgia is a hop skip and a jump away, but I've stayed in my own town...you willin' to lend a hand?"
[ OOC: I'm fine with it! Oh wow...should probably do that permissions thing. Derp. ]

"I'm definitely ok with helpin' out if you need me," Jason continued. "But I gotta let you know, I'm still pretty new at this whole cop thing."

"No worries, we need all the help and cooperation that we can get. And we're certainly not in any place to be picky."

"Thanks. If I'm being honest... someone like him has more of the skills necessary for keeping the peace than someone like myself. I-I can do research though. And you'd be in a good place if Taxon ever got a serial killer."
Only Spencer can talk about having serial killers in their midst like it's a good thing.

"Don't sell yourself short, like I said we're not in a place to be picky and we need all the help we can get." Rick was silent for a moment about the 'serial killer' part. He was hoping that it wouldn't come to that, but who knew. Still, he nodded. "Hopefully we don't, but any help you're willing to offer is greatly appreciated."

Spencer missed his work. He missed solving the puzzles of people's minds.
"As I said.. I'm not.. so forceful. But I do carry a weapon and have received firearm training."

He wasn't the most forceful person either, but he did what needed to be done. "As I said, help is help, Dr. Reid. And if you'd like I can show you how to use the more complex firearms, and other techniques if you'd like."

"That... might be a good idea..."
He was very comfortable with his revolver, and the idea of using something larger scared him a bit. However, he know that it would probably be useful in a place like this.

"Right then, it's settled." He thought on it a moment before speaking again. "When I go and show you we can use that as an opportunity to help the others as well. That's what it's all about. If some of the more..stubborn of the bunch see that an officer is even taking the help, it may better our chances."
[ voice ]
[ IT'S NOT YOU RICK madam failboat just has Cop Issues. ]

You wouldn't think it'd be best that we are better prepared should another glitch like that occur? I'm not looking to govern anything, Ma'am, just ensure better safety and preparation on what we actually do have control over.
[ It's ok Ma'am! This ain't his first bogey out of the batch, he knows how to deal with fillies like you--hopefully! ]

I was pretty freaking prepared, thanks. Besides, what the hell are cops gonna do against a vamp? Leave that shit to the people who're built for it.
[ people like her, she means. part of her is trying to fill the slayer role as best she can; angelus would laugh at this guy while he snapped his neck. this is protection.
...all right, and it's also vendetta. she's just being a bitch because she has a chip on shoulder about the police. ]

That's mighty fine for you, but those who are dead I'm sure would have liked the benefit. It's not for you to decide whether or not they have help if they'd like.
[ The vampire thing, well that was a whole other ballpark. ] Same as any other human I'd imagine. The people who're 'built' for it won't always be on call to save each and every one of us. There's no reason why information can't be taught.
[ voice ] SOB I AM SO SORRY ABOUT HER
Whatever.
[ you have a point, cop, but god forbid she admit it right now. she will, however, sound less actively mocking and aggressive now. ] No offense or anything, but getting people like you involved usually just gets them dead.
[ voice ] No worries! Life isn't all cake and sunshine and it'd be boring if it was!
[ It's ok Faith, Rick is just as stubborn, and he'll never give up. ] And considering I'm stuck here the same as everyone else, it looks like I don't have a choice.

[ faith can respect that. and bravo for finding the one way to get a semi-civil conversation out of this one. ] Fair enough. I'm just saying, bunch of dudes with badges and gun aren't gonna do much if it gets really messy in here.

[ That was much better. Rick didn't look down on anyone ever, even if they were rudely condescending. There was a reason for everything, he believed, and somewhere along the line people could be reasoned with...most of the time. He was thankful she'd died down on the fire some. ]
The badge isn't what we're going to rely on for help. It's the cooperation of everyone willing to work and stay alive together. Us 'dudes' in badges aren't anyone of significance. They don't care who we are--zombies, aliens, they'll kill us all the same. All we are--all I am now is someone willing to lend what I know to help, simple as that.

He runs a hand through his hair, a cigarette in his other hand (the tablet apparently resting on some flat surface or another).
"It's a great idea," he continues, having verified the transmission is secure, "the execution may prove problematic. First off, I don't know if anyone has told you, but the city does have at least several vampires, yes, the mythological blood-drinking whatevers.
"I believe any sort of law enforcement that's going to happen here has to take them into account, figure out what sort of threat they do or do not pose, and plan accordingly. However, if their intentions are not warm-fuzzy-let's-all-get-along, then we have to plan for the contingency that they would possibly not be altogether keen on organized surveillance and enforcement-- and we have to plan for the contingency that just because we know who some of the vampires are doesn't mean we know who all of them are, follow?
"And if there is anyone here who is secretly something that would like to fuck with people-- whether vampire or werewolf or whatfuckingever-- then you have to operate from the perspective of 'they're keeping it a secret for a reason'.
"Which means I'm taking a calculated gamble every time I try and make a plan with someone, because I have no way of verifying their species or their willingness to play nice. This is obviously a serious roadblock to getting any organized authority of any sort set up in the city."
After that bitter little rant, Paul takes another drag on his cigarette.
"I'm talking to you on a locked line right now, Deputy Grimes. If you don't know how to lock transmissions yet, I can tell you. Anyway, I do definitely think that something like defensible safehouses, in case of another fucking zombie outbreak or something similar, are a basic, basic thing we should see about setting up."

When he was sure that he had Rick continued the conversation. It may have been an extra moment as technology was not Rick's highest knowledgeable achievement, but he was a fast learner. "I understand what you're saying perfectly clear, and it's definitely something we'll have to take into consideration, now that we know. Captain Kirk spoke to me of the vampires and from what you tell me we'll have to come up with some sort of solution merely for their area of the law and what might abide to them."
But a little not knowing about people and who they are, what they might be, wasn't going to stop Rick from at least trying. You never knew who people truly were. Not even after knowing them years into your own life. "But there are risks with everything, sir. I don't think it should be something to hold us back. Granted, I'm not familiar at all with vampires, as I'm sure you may or may not have already had your experience with them. However I'm also not familiar with quitting before I've started. There has to try and be some reasoning or development with them, somehow."

He pauses, then grimaces. "...Mr's fine. Not like any of our jurisdictions matter worth a fuck anymore, is it."
Paul pinches at the bridge of his nose then lets his hand drop.
"No, we shouldn't let it hold us back. I'm just saying, there's going to be some major obstacles to doing this smoothly. As far as my experience with.... the vampires... I haven't engaged with any of them knowingly. I've just watched them do things like crush in the skulls of zombies with their bare hands, move at speeds too fast to be followed by the human eye, et fucking cetera."
There's another little pause as Paul rubs at his jaw, debating. As he said, it's a gamble, trusting anyone...
Rick Grimes reminds him of someone, though. Cops in a hundred small towns- not all of them, but the few good ones he's run into, the ones who aren't small-minded little bastards with a hard-on for the authority of their badge. No, the ones who actually believe in what they're doing.
Paul grunts. "I've actually started a fingerprint database. On the sly, for now. Obviously at some point that might have to become public knowledge, but at the moment I feel the benefits of trying to gather info circumspectly on our fellow 'inmates' are... useful."

He listened carefully in about the vampires, not at all liking what he was hearing. At least with zombies they'd had the advantage of an advanced mind. And speed. with these vampires? It didn't seem the case. "I've been told that there are those who do engage with them on regular basis, even as far as fixing minor...issues. Perhaps some sort of understanding could be made or acknowledged."
Rick indeed was that sort of cop, that sort of man. He believed in doing what was right and devoted himself to the aspect. "Probably for the best it's kept quiet for now. Should they come to know and not like it, I wouldn't want them to express their feelings in a negative manner before we can even try to find a settlement. But that is a very good idea, Agent Smecker." He was glad there was such a variety of law enforcement around. Even if he didn't know the aspects of each of their divisions. They seemed like devout people to their job, and it would be all the more to bring to the table.

Regarding the fingerprints, he went on, "Yeah. If something happens-- break-ins, whatever-- I'd at least like to have the option to rule out people using physical evidence. Right now, in terms of all the infrastructure we are used to having in the real world...? We have nothing, no criminal records, no databases of any sort.
"We are all also operating with the left hand not knowing what the right hand is doing. Example:
"On my arrival I was greeted by another.... cop--" (simplest way to describe Cain) "--who was very helpful in orienting me to basic facts of the city, he'd been here longer than me, all that. I found out about vampires due to another citizen, and it only came out very recently that this other cop of mine didn't know about them, despite having been here longer.
"So the sort of problems we're dealing with here are the lack of communication, that's a big one. There's been.... one stab at organization, but it didn't get very far.
"Our lack of infrastructure and organization is evident in other areas: the zombies, for instance. In the real world, we have things like 911 emergency services to help alert people to threats. Here... nothing. We're going to have to create these things from the ground up. Organize patrols, maybe."

"And even then, things like that were no match for zombies." He replied with a sigh, forgetting that more than likely the 'world' he'd come from was not the same as everyone else's. But the information was true. "But you're right. Even something as small as patrols would be one step in the right direction. If anything, from what I'm gathering, we won't be able to lay down a jurisdiction. But at least we can offer aid and protection to those who need it."

Paul digs for his cigarettes, lights one from the pack.
"Anyway, sometime today maybe--" if I can bring myself to go outside "--I'm going to be scouting out defensible buildings. It doesn't even have to be zombies next time-- what if they throw, hell, something as simple as an earthquake at us? I want buildings that can serve as hold points in the case of actual threads, and as supply depots if the power goes out again like it did. Water, non-perishable foods. Sound like something you could see your way to lending a hand with, Deputy Grimes?
